Could be a dead short in the mobo; however, it more likely is just a bad power supply. I would try another power supply first if you have one handy.

Na It still doing the same thing.. ! It just get the title from Bios and that's as far as it gets.! Do you think it maybe the motherboard, and if you do. how can I check if it is actually the motherboard?
Or do you have anyother suggestions?

Post some system specs, that would help.
Some possibilities are:
1) Bad power supply
2) Motherboard shorted on chassis
3) Heat. Check all fans, make sure they work. Especially CPU, and it should have thermal paste, just a thin film. Video card could be overheating too. If motherboard jumpers are not correct, you could be overclocking everything too. That would cause heat and stability problems, or shutdowns.
4) Make sure CPU is oriented correctly and all jumpers are correctly set, wrong voltage can be very unhealthy.
5) Try different memory if possible, AFTER double checking motherboard jumpers, do that first.
6) Check the Clear CMOS jumper, make sure it's set on the normal, not clear position. If it's in the clear position the machine will not run.
