Yes, go to the Download catalog instead to the the downloads when you go to Windows update...the Download Catalog is one of the options in the left hand frame on the update site.

This step-by-step article describes how to use Windows XP to download Windows updates and enhancements and Microsoft Windows Hardware Quality (WHQL) logo device drivers from the Windows Update Catalog.
You can serach the Windows Update Catalog to find updates that you can download and install at a later date on Windows-based computers across your home or corporate network. Microsoft recommends that only advanced users and administrators dowload updates from the Windows Update Catalog. If you are not an advanced user or an administrator, you can download and install updates directly from the following Microsoft Windows Update Web site: http://windowsupdate.microsoft.com

Visit the following Microsoft Windows Update Web site:
http://windowsupdate.microsoft.com
Click Personalize Windows Update.

Click the appropriate operating system and language for the update that you want to download, and then click Advanced Search Options to refine your query (to limit the number of items that are returned).

Click Search.
Locate the patch that you want to download, and then click Add.
Click Go to download basket.
In the Type or browse to the download location of your choice box, either type the full path for the folder in which you want to save the patch or click Browse to locate the folder.

Do the recommended updates overwrite? Meaning if I get Update Q319949 does that mean I don't need to get updates that have a lower number? Or it doesnt follow.

Use the regular updater to get your list of required ones, then download the one you need from the Catalog. It is best to do this wih a fresh, no-updates install, but of course seldom is that possible. I built a library of 95 and 98 updates by just grabbing everything, whether I needed it or not....
