I've been looking into whether my brother's Dell CPU can be upgraded and am a little confused. It is a XPST450 with a SECC2 processor mount. I've looked at Robert Hancock's site but he talks about a SLOT1 mount and so does PowerLeap.

Any direction would be appreciated.

SECC2 is a CPU packaging type that fits into the Slot1 interface, so you're on the right track! :p

There's a non-proprietary device called the Super Slocket III (http://www.memoryshippers.com/shop/test3.asp?did=28&pid=922) that will take a Socket370 Coppermine CPU and put it in a Slot1 board. That is, if you can find a Socket370 Coppermine (FC-PGA) CPU.

Not that they're that difficult to find, but you have to be careful as most Celerons (Socket370 PIII's are often over $150! yeah right!) that are sold now are Tualatin (FC-PGA2), which are incompatible with the Super Slocket III. Memory Shippers (the vendor in the link) sells OEM S370 Coppermine Celerons still, but if you can find them elsewhere for cheaper it might be worth a look.

There's also the possibility that a Slot1 Coppermine would be directly compatible with your mobo, but given that it's a Dell, I highly doubt that. Plus, they're even more rare than a S370 Coppermine Celeron!
