Can you tell us a little bit about your system? Is it a Dell, Gateway, etc.? If so, which model? If not, tell us just a little bit more about the components that make up your computer. Mainboard, cpu, memory? I checked your profile, and it says you have a INTEL P-III 733. That's a start...

What operating system are you using (which version of Windows)? Have you installed any new software recently?

And exactly what's the problem? Downloads are starting to take longer and you noticed that your CPU usage is high? What type of internet access do you have? If it's dial-up, tell us what kind of modem you have. A winmodem using a lot of clock cycles is not uncommon.

Check and remove possible viruses, spywares, adwares etc.
Any suspicious item loading with windows?!
Any suspicious item running in the background, shown on Task Manager?!
http://security.kolla.de/ for SpyBot Search & Destroy freeware.
http://www.lavasoft.de/ for Ad-aware.
Antivirus? I hope you know and have one.

You can also go to mjc's security thread here:

http://www.pcguide.com/vb/showthread.php?s=&threadid=15179

and find links for online virus scans and a program called Hijack This. You may want to download Hijack This and its tutorial and then post the results of the scan here to see if anyone can recognize what the problem is. It sounds like you probably have a malicious program running background, but it could be other things as well....
