Missing .dll file

Hello everyone. I recently uninstalled a couple of programs from my PC using "Add/Remove Programs" in Control Panel. During the uninstall, I was prompted whether I wanted to delete shared files. Not knowing any better, I said Yes. When I rebooted, I received the warning "mrtrate.dll is missing".

Two questions - Is this file important? Is there a website I can download dll's from?

A bonus question - In the future, should I not delete "shared files" when uninstalling software?

I use Win98SE.

As for deleting shared files; I wouldn't do it....
