Does anyone know how to disable a network user from saving Temp Internet Files all together. Active Directory GPO? I don't have a clue. Please help.

This isn't really the way you indicated - but mjc had a "trick" of pointing them to a RAM-drive. Gone after every reboot.
HE HE ... and a pristine index.dat file too! ;)

I was wondering if you could just put them straight into the waste basket(recycle bin)?

If I understand the question, why not just set the browser to empty all Temporary Internet Files when browser is closed?
Tools > Internet Options > Advanced. Scroll down to appropriate listing.

My default setup always empties when browser is closed, but I'm not sure this prevents the index.dat file from collecting any data - though it doesn't actually seem to grow. A RAM drive would certainly obliterate it each time.
If you change the IE setting - then you would also want to ensure that your network users can't change those settings.
