You need to provide more information as to what you are trying to accomplish before I or anyone else can venture an opinion as to what your needs really are.
Please tell use:
1) What is the main purpose of the machine you are designating as a server?
2) What applications will you be running on the workstations?
3) What applications are you running on the server????
4) What kind of internet access do you have? Cable/DSL/T1?
5) Is your ISP aware of the amount of traffic you will generating as a

Hello
My question is only a example, not a real situation.
1. I dont understand the differance between windows 2000 and windows
2000 sever o/s .
Answer: Use the server edition if you a a "server" and are using a client server model
2. What i want to know is
a) if i buy a new server do i have to install operating system in it or is it already has a operating system
Answer: You have to pick an OS depending on where the server comes from
b) if i have to can i instal windows 2000 and run a network or do i have to use windows 2000 server as a operating system for the new server Answer: Unless you are operating in a client server envirnment you would NOT either buy a "server" or install server OS
c)if i use a server for the network do i have to buy a print server or can i use a hub to conect the printer.
Answer: It depends.
p.s: Is this a homework/finals assignment?????

IT IS RUDE TO POST YOUR HOMEWORK ON THIS FORUM WITHOUT FIRST SAYING THAT IT IS HOME WORK!!!
We will be happy to guide you, but if you are going to school for this you will have to learn to figure it for
YOURSELF
In the future, I will not answer any of your posts unless you identify in the first sentence that you need help with homework...

Your confusion seems to be about the term SERVER. It is used in two different ways with respect to your question.
Hardware
A server is a more robust machine than a workstation. It typically has a special server motherboard and is capable of more throughput than a workstation. It also usually has some form of redundant storage that protects data from being lost (RAID array) and may have a special Network Interface Card capable of more throughput and in fact it may have several Network Interface cards installed to deal with different types of traffic.
Software
Server Operating System or Server Applications are designed specifically for the Client/Server networking environment. A Server OS like Windows 2000 Server gives you the advantage of being able to centrally manage users and resources with out having to go to each workstation each time a new user is added, or a new printer is added.
Server Operating System is necessary once you get beyond a few users ( 5 users is my upper limit for a Peer to Peer network).
I hope that helps clarify your question.

In theory you buy the hardware and then install the OS. But nowdays when you buy a server the seller will provide you with options as to what server operating system you want installed or , if you choose, the option to buy the server without an OS preinstalled.
I find the Windows OS the easiest if the small business doesn't have IT staff on hand. Apple isn't robust enough (but it is even easier than Windows, things may have changed with OS X ) and Linux/Netware/Unix have too steep a learning curve.
