I bought a new psu called Powmax 400w. It is one of AMD's recommended power supplies. I noticed that my +12v line is always around 11.88v Should it be right at 12v? I also have this software installed on my system that detects my systems hardware: "Pc Alert 4." It has this cool program called cooler XP. When I run this program my +12v line jumps to 12v and my cpu temps drop close to 8 degrees! Is 11.88v good enough or do I need a better psu? I have 5 fans running and like to leave my system on always.

11.88 V is well within spec. Alos if your drives are idling, or fans are running etc, ther may be a slight voltage drop on the 12V line.

Does the cooler program also spin down the drives?

As mjc said, that is ok, but I believe PowMax are pretty mediocre drives if I remember correctly. I would keep an eye on it, especially if you add much that needs that 12volt leg...
