I just got a new tower w\power supply and a new hard drive...I was formating the drive and left the room..when I came back there was no power..how can I determine if it is the power supply or would the CPU cut off power if it failed.....Can anyone help??

Easiest step first: Try plugging in a light that works into the outlet and make sure that power is at the outlet.
If there are any LEDs on the MB or activity LEDs, HDD, floppy...anything happening?
Most often there is a replaceable fuse on the MB...
If you have a voltage meter you could try for a DC voltage read on one of the peripheral power supply leads.

I kinda sent you in 2 troubleshooting directions with my first post. I was not sure if you meant Power Supply Unit problems, or MB power supply problems
First, you want to make sure there is power to the PSU. Power at outlet? Is the Fan spinning?
Second, If you've determined that the PSU is cranking out then head for the MB LED (if so equipped) Potential fuse blown...etc.
Post back what you find and we'll work from there. Even if the cat pulled the plug out!
May all your dealings in life be win/win!
