Stuck in Safe-mode

My Brother had a problem with his scanner so he tried to back track using First aid for win95. He clicked on restore files and enter, his p.c. froze.
He started up in safemode but it won`t allow him to do anything or even access his desktop,although his mouse is working.
he describes the screen as a grey cloud scene with safemode in each corner.
When he presses a c delete there are no progs listed. He tried to re-boot using f8 but it would only allow him to enter in safemode and not give him an option of command prompt.The operating system is win millenium,wich he has tried to re-install using the cd rom but, said nothing is happening.

He might try a Manual Registry Restore (http://support.microsoft.com/support/kb/articles/Q221/5/12.ASP) first to see if that helps. First Aid for 95 is likely incompatible with Windows ME and probably added to the problems.
