Internet Explorer Problem

Hi All.

Whenever I need to open any secondary windows in my internet browser they just come up with just the frame around them, nothing inside, you can even see the previous page underneath. Even pop ups and advertisements do this - though that in itself isn't a bad thing I know, but there are many sites I cant get to because of this problem. Can anyone help? (I haven't any pop up stoppers on my system)
