Shutdown... restarts!

just wanting to see if anyone has a quick fix solution for me, after i have somehow managed to make my pc restart each time i try and shut it down! probably something obvious but i can't figure it out. any help much appreciated.

When you go to START>SHUTDOWN and the Shutdown Windows box pops up...what is listed there...Shutdown, Restart, Standby???

Which operating sysytem?

sorry i have been ages replying.

the operating system is win98.
when i go START>SHUTDOWN there is the same menu screen as always and the shutdown option is selected. but after the screen IT IS NOW SAFE TO TURN OFF YOUR PC and it should just switch off, it re-boots.
if u have any ideas please let me know.
