Win XP System Restore Tool

They (from Microsoft) say that my system automatically create restore points,but thats isnt like that on my system.Why?
I dont have any Restore Points.
Couple days ago i create one.Now i was going to test this famous System Restore Tool,but and now again i dont have any Restore Points!!!!
So whats is the *uckin problem with this???
ps.this really pissing me off!

It's possible that for some reason or other System Restore is turned off. To check it, click on the System Restore icon. On the left hand side click on System Restore Settings. You will then see something that says Turn off System Restore. If there is a check mark in the little box, then it means that it is turned off. If it is, just remove the check mark. You may have to restart your computer to have it take effect--but I'm not sure.
