MPEG Encoding For WMV files?

I've searched the PC Guide forums and found a couple of hits on MPEG Encoding but the didn't answer my question.

Is there a way to take a Windows .wmv file and encode it so it plays on VCD? I have some old cartoons in wmv format and cannot figure out how to get them burned to VCD.

Apart from what was recommended, Nero software can do the same. Did you get Nero with the burner you bought? Try it.
