Please try the following:

Click the Refresh button, or try again later.

If you typed the page address in the Address bar, make sure that it is spelled correctly.

To check your connection settings, click the Tools menu, and then click Internet Options. On the Connections tab, click Settings. The settings should match those provided by your local area network (LAN) administrator or Internet service provider (ISP).
If your Network Administrator has enabled it, Microsoft Windows can examine your network and automatically discover network connection settings.
If you would like Windows to try and discover them,
click Detect Network Settings
Some sites require 128-bit connection security. Click the Help menu and then click About Internet Explorer to determine what strength security you have installed.
If you are trying to reach a secure site, make sure your Security settings can support it. Click the Tools menu, and then click Internet Options. On the Advanced tab, scroll to the Security section and check settings for SSL 2.0, SSL 3.0, TLS 1.0, PCT 1.0.
Click the Back button to try another link.

Usually when I get that message, it means that the server is too busy or the connection just didn't work for some reason. Sometimes it will work it I just go back and try it again. Sometimes I give up for a while and try it later. Sometimes it has to do with my security settings, particularly if I am blocking cookies for the site. It can vary as to the reason from one time to the next...

One way I deal with it is that I will usually Right click on the link and select to open in a new window or new tab so that I don't lose the original page when I go to the one that doesn't work. I rarely open a page by directly clicking on the link...

Also which version of Windows? IE?

Open IE go to the Help => About. then look at the version number, Cipher strength, Update versions and post that info here.

Windows version 98

Internet Explorer

Version: 5.00.2614.3500IC
Cipher Strength: 0-Bit
Product ID:
Update Versions:0

This problem started when 2 weeks ago I was loading my computer up as normal to go on it and it said it had a problem finding a load up file there was the back ground pic showing and nothing else no shorthcut links or anything and the message in the middle of the screen. I cant remember what it said exactly but it said somthing like a file was needed to load the computer files properly so it said restart your computer, so i did and it loaded a old file and when it finally loaded all the things i had reciently installed were gone and other things had been uninstalled like what it would have been like 4 months ago.

A good example is windows media player it was the latest version but now its back to the old version.
 :(

Why does it the link wont work only when im trying to buy somthing with my credit card.

Run an antivirus (updated of course), spyware scan and probably post a Hijack This log here... You can use the link in mjc's signature to go to his security thread and download the programs if you don't already have them. Also, are you running a firewall????

If you are not running an antivirus and you are not sure if you have a firewall, you probably have a virus/spyware/trojan/hijacker.... You can use an online virus scan (in mjc's thread) to get started, but then you will also need to install an antivirus. I would use AdAware and/or Spybot to check for spyware and run Hijack This and post the log here for further help with figuring out the problem.

Cipher Strength Appears as 0-Bit in Internet Explorer MSKB 261328 (http://support.microsoft.com/support/kb/articles/Q261/3/28.asp)

Though it sounds like your problems are more general than just the cipher strength.
