The power switch on the power supply has to be on for the power supply to work, but it won't turn on the computer... you have to use the power switch for that.
Make sure that you hooked to power switch up to the right pins, if you hooked it to the reset or some other pins, it won't work. Also, make sure the Clear CMOS jumper is in the right position, all your connections are solid and the CPU fan is plugged into the motherboard. Make sure your case fan is connected so you can hear if you get a POST beep.
If it still doesn't work after these efforts. Disconnect all the drives and try with just the CPU, one stick of RAM, power, case speaker, keyboard and video. If you don't get POST, try a different stick of RAM after checking to make sure everything is properly installed again. If no fans or anything, make sure the power is connected properly. If you still don't get POST, you will probably need to remove the motherboard from the case and try it on a nonconductive surface with the barebones config that I described. If it still doesn't work, the most likely problems are a bad motherboard, bad CPU or bad power supply.
Post back with details about what you have done, what you found and details about your system...
