If you want to receive calls on the same phone line as you use to get online, and you use a dialup service, I'm going out on a limb and saying no, such software doesn't exist. If it does, I'd love to hear about it.
Oh yeah, welcome to the PC Guide.:)

The USRobotics V92 modem that Ernie pointed-to and the Creative Soundblaster V92 modem will both inform you of incoming calls. There may well be others. Not all V92 (or V92-READY) modems will do this. For this to work one must also have CALL WAITING provided by your telecom and have it ENABLED for these to work. You decide on the basis of the message whether to take the call or not.
If your ISP has upgraded to V92 and you have one of these modems then not only can you be informed of the incoming call but you can also stay on line and not lose the connection for a time stipulated by your ISP.
There are other services that will inform you of an incoming call by using call re-direction. When they get the diverted telephone call they send you a popup or other notification or record the message etc etc.
The final alternative is to buy a hardware box that sits between your pc and the wall and will interupt and allow in the new incoming call depending on its type and any customised settings.
ISDN or Broadband would be other hardware and more expensive possible options.

Not that much egg yawningdog - although software is involved it is hardware upgrades that really enable this.
