Is it possible 2 increase the CPU Fan RPM speed? My CPU temperature is 68 degrees at 166mHz FSB and the RPM speed is 2909RPM

You could get a faster fan for not too many pounds.
You don't want to run too long at that temp. Please tell us what CPU you are using, and the location and direction of air flow of your other fans.
If you don't already have one, you need a fan at the back of the case near the CPU blowing outward. It is important to maintain airflow across the CPU. Placement of the computer can make a difference. Avoid sticking it in a cabinet, especially in a closed space.
Another reason for high temperatures is poor heat conduction between CPU and its heatsink. Artic Silver may be needed in this case. That will usually reduce your temperature a few degrees.
Finally, if all else fails, leave the case open, taking care to periodically blow out the dust that can accumulate in the fans and heatsinks and block the removal of heat.

I am using an Athlon 1900+ @ 133mHz FSB (~1596 mHz)
How much would Artic Silver cost in the UK?

Is that the retail fan on it? Looks like it based on the fan speed.
Anyway, first thing you gotta know is that using any kind of CPU cooling system other than the retail unit will void your warranty. Then again you probably already know this because you're overclocking. :D Just passing on the warning.
Arctic Silver costs less than $10 USD here in the States, so I can't imagine it would cost you too much. Or you could borrow some since one little tube is enough for about 15 CPU's! You know anyone who tinkers with computers?
As for the fan unit, those can get expensive, but if you get a more powerful unit it will cool a lot better. I'm partial to the Thermalright heatsinks so I can pick my own 80mm fan to go on it, but a set-up like that costs about $45 USD! You can probably get by on a lesser unit. :p
I agree, Bigger fan required by the sounds of it!
Arctic silver is readily available here in the UK. You can probably get it at ur local PC shop. Otherwise do a search for it, I found plenty of sellers online in the UK.

Good Luck.
