When I turn on my computer it will cycle between the hard drive, cd rom and floppy continuely unless you push the restart button. Sometimes you have to do that for ten minutes or at times it take just a few pushes of the restart button before the bios screen even loads (?) where you can enter setup if you want. I thought maybe the floppy drive was failing but when I replaced it, it still happened. Being an infant geek I would appreciate any suggestions and help.

Try disconnecting both the floppy drive and the CD-ROM drive. If that works, reconnect the floppy drive. If it still works, reconnect the CD-ROM drive. What you want to do is isolate the culprit here, so connecting them individually will help you figure that out.
Also, what are the specs on your machine? What OS are you running? Have you changed any hardware or software recently?

I'd check the cable connections (Pin 1 is going where pin 1 should go). And make sure you've got "halt on all errors" set in your BIOS.

Is it an older computer? I once bought one in a yard sale for $10.00 that had similar symptoms. The reset button was stuck.
