Did you re-boot after the installation?

What version of windows and IE ?

Edit: If its IE6 on Win XP, try reinstalling IE,

1) Insert the Win XP CD

2) Open Start / Run and type:
rundll32.exe setupapi,InstallHinfSection DefaultInstall 132 c:\windows\inf\ie.inf

Press ENTER

If everything goes well then install the latest version.

I use IE 6 on 98SE. I installed it almost immediately after a fresh Windows install, and it works fine (well, as fine as any other version of IE, anyway...). I remember hearing reports of people having problems with IE6 on 98; switching back to IE 5.5 solved them.

IE 6 is the recommended version, for security reasons.

when i go to tools, internet options, and try to change the home page, or make ANY changes

Does it do the samething if you go to Internet Options from the Control Panel?

Did you try using the IE repair tool in System Information/Tools to fix it?

If so or if that does not work, then see if uninstalling and reinstalling it helps.
(Note: It's possible that something got corrupted during the original D/L, so you may want to D/L again it during off-peak Internet hours(12mid-6am)).
