OS: Win 95
Every time I boot up I get the error message "The OLEACC.DLL file cannot start. Check the file to determine the problem." There's nothing helpful on the Microsoft Knowledge Base about this specific problem. Can I simply delete this file or copy it from another machine running Win 95?

Have you installed any new software recently?
oleacc.dll is part of MS Active Accessability. I believe it may not have been a part of win95.
Have you done a search for it on your system. (Or can you even boot into the system?)
You could download and run this file (http://dqo.pnl.gov/vsp/msaardk.exe) which is the msaardk that will place the required files in your Windows directory.

The only new software I have installed recently is Norton Antivirus. I found some spyware on that machine (it's at my work) but nothing more than that. I looked at another machine I have here running Win 95 and could not find a oleacc.dll file. So I'm trusting it is not necessary to run Win 95 and I'm going to delete it.

I deleted the OLEACC.DLL file and now when I boot I get the Error Starting Program box, "A required .DLL file OLEACC.DLL was not found". What is trying to start that's looking for this file? In Windows setup the Accessibility Options is unchecked. This is more of a nuisance than a problem, really. But it slows down bootup and I'd like to correct it.

"If you are a Windows 95 user or upgraded to Windows 98 from Windows 95, your system may not have the necessary accessibility components to start with. Please go to http://www.winpatrol.com/win95.html and click on the link that says "Download msaardk.exe". This exe file should be downloaded and executed.
The msaardk.exe file is a Microsoft program for Win95 users that upgrades the OLEACC.DLL package. The program is about 1.2Megabytes and is no longer available directly from Microsoft."
BTW - which version of IE are you running??
