where is a good place to get a cheap sound card for my used pc, its only 200mhz:p

Your local computer fair, local radio shack type place, ask a friend if they have spare you could buy.:)

There's a place near me (10minutes) that is called The Computer Junkyard. It's a new and used pc shop with around 10-15 employees.
I am positive they have used sound cards for very cheap and I have done business with them and plan on it again soon.
But one other place to look would be dumpsters and on the side of the road on trash days. I just found a good monitor and a set of speakers with a free sign on them a week ago. Sometimes a junked out case will have a sound card, video card, etc...
That 200mhz board probably will take pci and/or ISA cards but not AGP. Look to see what slots you have available: White is pci, black is ISA.
Didn't you get a used pc earlier for your daughter? Is there a card in that? You can download the drivers for almost any of them out there.

yes, i know about the slots,i have acouple of sound cards, but i have a very hard time loading the drivers, its easyer to pop in a cd that has the drivers, when shopping for soud cards for my pc 200mhz alot of the newer sound cards need at least 266mhz and up, thanks for the info.:p

Those "requirements" for most sound cards only refer to their bundled software. The actual power required to run the hardware and driver is often much less. As long as you don't install the cr@p-ware (I never do) you should be fine with a Sound Blaster PCI-128, for example.

I see a lot of older pc's. I really like creative labs PC128. The driver is easily downloaded from the creative labs site. I found the ones on EBAY ( I needed two more) were as pricey as new. I found them for 17.00 at Essential Computer but that price may have changed. Pricewatch.com should give you a range of costs. I used the PCI128 cd and it even worked for a slightly older card.

You could try Comp Geeks (http://www.compgeeks.com). They usually have older gear (a lot which is actually new) pretty cheap.
