In Outlook express, go to File> export, and select either messages or address book, and just follow the prompts, and select another folder . Write that folder to CD-R, and after reinstallation, import the files back.
For the accounts, it's easier to write down the account name, password and mail server names than try and back the settings up.
(Still a useful backup system - pencil and paper!)

Have not used it but you could try OEBackup (http://www.oehelp.com/OEBackup/).
If you want to know where your OE Store Folders Reside on the HDD then go to OE >> Tools >> Options >> Maintenance and click on Store Folder. You can then copy this directly somewhere safe should you so wish.
