It is normal for an ATX Compatible PC Power Supply that the so called "Power Pass Through" receptacle (normally used for monitor power) provides 220 VAC even when the PC is OFF (after the Win XP shut down)?
There are something to set in the BIOS or somewhere else to avoid this?

Thanks in advance.

Yes,
that would be the definition of pass through.

Welcome to PC Guide, by the way.

Are you sure it is ATX and not AT?? Most ATX PS don't have pass-through power hookups any more....
