Perhaps the DC reader has died, in which case you have to buy a new one.
Have you or anybody else fooled around with the CMOS setup and made a mistake? This could cause almost anything to go wrong. I assume that you have not installed any new hardware and caused some resource (IRQ) conflict.
If none of the above, open the case and check all your CD connections. Try reseating the card. Maybe vibration has caused something to get loose. If you open the case, it might be worth while to remove sound card and resart system. Then reinstall sound card. This might cause Plug & Play software to fix the problem.
Try the Add New Hardware option in Control Panel. You might jog Windows into reinstalling CD drivers if they have become lost somehow.
You could also try System File Checker to see if any required software files are missing or corrupted.
If you have a bootable DOS diskette with CD driver, you could check to see if DOS can see the CD, which would point a finger at the Windows drivers.
If none of the above works, hope that somebody else has some ideas.
Last resort is to install your reader in a friend's system or borrow a CD to install in your system. This could give a clue about whether your CD device is functional.

I've seen this happen at least 50 or more times and in all 50+ cases, the CD Rom Drive was a goner. IF neither the BIOS nor Windows can see it ...it isn't functioning electronically [ie...sending the signal to motherboard to say hello at startup]....sometimes they can be seen at startup and by windows and not play a CD.....those can be cleaned and fixed....but this isn't your problem, unfortunately.
