Looks like it is an imitation of the PcGuide forums.
The oldest post I could find in their announcements section was posted on Nov 26, 2003.

I'm wondering if he even knew. Well, imitation is the greatest form of flattery I suppose... ;)

I did a google on "pc guide" and these guys come in on the first page, which is not too shabby. El numero unno however is still this place :D

The ages of the members seems rather young. The grammar in general is substandard, a dead giveaway to age 'usually'. I wonder if it is associated with a school?

And one of the mods is in the US! I'm not knocking the site, just commenting on what I see.

What are those percentage bars under the members' names? EXP, HP and MP?
