Windows XP using 99%CPU help!

While installing drivers for a Lucent Win Modem my computer showed a blue screen with a big paragraph about dumping info. It restarted a couple seconds later and it booted up while using 99% of the CPU for (SYSTEM). Boot time went from 15 sec to 5 min. This was right after I installed a new A:\ drive in my PC but I cant imagine that doing any thing. I just built the computer,its a soyo dragon athlon set up with radeon 7200. The only driver that was not a problem was the newest download from ati for the 7200. Win 2000 Biz edition on old hard drive works fine, glad I kept 2000 on spare HDrive. I can only access the task manager after XP boots up. I appriciate any help, I have been messing around with computers a bit but this is my first complete computer assembly! Thanx!

Make sure connections are properly secure, also take cds out of the cd drive, this might be the reason.
