Hello Ramsgateoz and welcome,
Sounds like you may have a bad bootdisk. What is on the system you are trying this on? Have you tried the disk in another machine? Have you tried another disk on the same machine?
Let us know and we can go from there http://www.PCGuide.com/ubb/cool.gif

Does this system work otherwise? Can you read other floppies on that drive?
I see you are trying to use Norton rescue disk with the same problem. It may be the drive is bad or not properly connected.
Did it start when you installed new MOBO?

All other floppy works when loading drivers etc and you can read the floppy when in windows mode .This is what it says under Autoexec on the floppy
The WIndows 98 start up disk could not create a temporary drive for the diagnostic tools. This may be because the computer has less than the minimum required extended memory.(and then lists the files it could not load Cmmand .com and Format and set up)

Think what I would do is disconnect everything except the floppy drive and the hard drive(master) that I was going to dowload the O/S on and work up from there.
Shut down everything AV, etc. prior to trying a re-install.
And make myself a new boot disk.
Luck.

......Indecision may or may not be my problem......
