To control the gamma level in Windows 98, all I had to do was go to Color Management in Advanced Setting. But Windows 2000 doesn't have that option. Is there a program or a way to control the gamma level?

Gamma adjustment isn't built into Win98 nor 2000. It is provided by the driver from the video card's manufacturer (if they choose to include it).
If you are using the driver from the Win2k installation CD, try downloading the manufacturer's drivers.
