I am working on a friends machine and it will not even boot the BIOS it is an AMD 500 K2 with a pc100 mother board #M599LMR I took the hard drive out of it and placed it in my spare machine and it was totally blank. Could it be the BAttery on the mother board that is dead or is the board fried? I told them I thought it was fried since the HD was wiped clean but wanted to get a second opinion.

Go back in there and see if you knock something loose, and make sure all connections are tightly secure, i dont think its fried from just changing the hard drive.
If it just didnt boot , i think something is blown, and figuring out what is a needle in a haystack. But get a voltmeter and put dcv
put black on black and red on yellow(on the power cord, that goes from the powersupply to the motherboard), turn it on and see what you get, make sure to unconnect all drives, should get 11 to 14 volts
if you dont the powersupply or mobo is fried.

Sledgehammer will save the day!
A non-bootable hard drive will not prevent the BIOS screen from appearing, it will just give an error message later in the boot process.
Do you hear any beeps and fans, and see any lights?
If not, the either the power supply, MB, or CPU is bad.

Or RAM.
HDD isn't going to be totally blank and wiped clean unless someone formatted it.
Begin with the very basics connected to the Mboard and see if it will boot to BIOS. RAM - CPU - Video - Sound - Mboard. You have a PCChips Mboard so it probably has on board video.
When you power up see if the CPU fan is running on the heatsink.
Let us know what you get.
Luck.
