Can anyone tell, in theory, if you have an IP address could you send some kind of message to the person. Just asking, as I see the IP address when someone is trying attack my PC, I'd just like send something back that they are getting reported to their ISP.

Go here (http://www.securitysoftware.cc/apps.html) and find 'Slap'. I think this should be what you're after.
Word of caution though. Anytime you reply to a port hit or answer spam emails, all you are doing is giving the perps the info they want which is that your IP address is a live one. You could be 'opening a can of worms' if you send a reply by pinging or using Slap.

The vast majority of "probes" are automated electronic intrusions and the idea that a physical person is sitting there and would react to a response is, I believe, not very real.
Just let your firewall get on with its job of keeping the packets where they ought to be and keeping you as invisible as possible.
