Desktop icons runaway from mouse pointer

Windows 95, When I try to select icons on desktop they runaway from the mouse pointer, if I can catch them I'm able to click it and go to the program, otherwise it's a cat and mouse game.

Does anyone have any Ideas on this, any help would be appreciated.

This is a friends computer, he will be using the information from you when he gets a chance, hopefully it can be taken care of, he's had the virus for about a month now.
