There has got to be a way to turn off the sounds for themes besides the drastic move of deleting .wav files for the individual sound items or turning off the volume. I have WinMe....I have checked and unchecked the sound box on the theme dialog box....I need the volume for music...it has all worked correctly before until a couple of weeks ago. I would like to have the option of the sounds as provided for in a properly functioning system, but it won't turn off no matter what I do. Even the Windows default theme........all themes including the ones that came with the OS and the couple I have added (they worked fine, too, before.) Dell's solution was to mute the volume!

If I discovered that a nasty configuration change (any configuration change)[such as this] had taken place and I couldn't figure out how to make the necessary corrections within Windows:
As soon as possible, preferably on the same day;
I'd jump back to a copy of the configuration taken shortly before the unfortunate change.
[Windows makes a copy of the configuration files at the first (successful) boot of each and every day.]
I have Win98, so I use the "scanreg /restore" command at a DOS prompt to do the restore.
If that didn't fix it I'd re-format the C: drive and re-store the latest backup of the C: partition taken before the problem was introduced.
This is just one of the little advantages of making backups of the C: partition. It solves nearly all software problems.
Have you tried to edit the sound scheme?
Or, even better perhaps, create a new sound scheme that is to your liking?
There will probably be a list of sound schemes to choose from.
You could try them out, or delete them all, as you see fit.
It should all be under your control.
Or are "User Profiles" enabled and you do not have "Administrator Status", and limitations have been placed on you as a user?
