multi user licence

do multi user licences refer to users, pc's or both.

my understanding was that one user one pc per licence, but you can have multiple e-mail accounts for instance on outlook on a home pc.

so how do multi licences work ?

My understanding as follows
If you are talking about Windows then the user licence is for the computer. One licence - one computer - as many users as will use the computer. Multi-user licence will have a maximum number of users (computers) and this will be the official number of computers that can be installed on.
