Strange Network Problem

I have finished setting up all of the computers on my home network. I am able to share printers, files, and internet with only one minor problem. I am only able to see the computers when my computer is on.

For example if I try to look at the computers on the network while my computer is on, from my brothers computer there is no problem. If I try while my computer is off I can't see any of the other computers that are on. Thus when my computer is off the others can't share files, but they CAN share printer and internet.

It seems to me as if my computer is acting like a server of sorts, but it shouldn't be.
