pc Shutdown

New At PC. Recently I've started having this problem. About three or four times a week when I go to shut down my computer, it won't. I go through the standard procedure: Start, Shut Down, Shut Down Windows. I have to shut off the power to my computer. I don't have any viruses, or at least Norton says that I don't.
HP, p3, 600 mg hrtz, Windows 98 SE, 128 MG Ram, HD 30 Gig. It just is a year old. Sure hope there isn't any thing seriously wrong. Can someone give me some expert advice? Thank you. Jim
