I am building a new PC for the first time. I've noticed that nowadays, makers are conveniently placing the commonly used I/O ports (i.e. USB, headphone) in the front of the case. Probably a dumb question, but how do I go about doing this for my PC? Does it depend on the motherboard, or is it a feature of the sound card?

thanks

It depends on the mother board and the case you use.

Many of the new cases have the items already built into the front of the case

Also many of the new mother boards have extra connectors on or near the front of the board to allow you use these connectors with short cables ..

If your case did not come with these ports connectors built in.
You can add them as wanted / needed at a later date by picking up one of the many drive slot adapters .
They are simply a drive slot cover like those in your case now covering the unused drive slots.
All you would do is plug in the cables and mount the covers
