My guess is that you have registry problems.
Is it possible to reinstall the Sierra Utils?
If not there's some ways to attempt to repair the registry, in DOS I think it's scanreg/repair

You might try
in DOS scanreg /fix

Now that I think about scanreg /fix that probably won't help 'cause you already ran scanreg/restore, it shouldn't hurt though.
You might also try uninstalling all your games while not forgetting to back up any saves, maps, items etc.

Rick pointed out recently that there is apparently an issue with the Uninstall program of Sierra. It seems to take some shared .dll files along with it....along with whatever else it wants...
It apparently doesn't like to be "dissed!" http://www.PCGuide.com/ubb/mad.gif

I noticed you have Ontrack Utilities have you tried the Registry Cleaner. It helped my system after a crash while updating sound drivers. It was taking 20 min to boot XP. It will remove orphaned entries in the registry.

Alright who messed it up this time!
Jiggy,
You might also try "RegMaid" (download from Microsoft), but use with care (backup your registry or windows directory first) and read the instructions before using it. It gets rid of lots of crap from the registry and is fast. At worst (from my experience at least) you might have to reinstall a couple of applications if you get too overzealous in deleting things.
With a system like yours, I can't imagine it running very slowly! How much of a slowdown are we talking here?
Also, check Device Manager to make sure you're not running in compatibility mode and that there aren't any "Other" or unknown devices in the device list - that can cause regular devices to run improperly even if there's no obvious conflicts. I don't recall if WinME has a "Step by Step" boot mode like Win98 (I uninstalled WinME and went back to Win98), but if it does you can load each individual driver one at a time so you can see how long each takes to load and initialize itself. Also might want to check the Bootlog to make sure everything's Kosher.
Also, there are some utilities like "WinTop" and "OpenWin" that show how much CPU usage each loaded application/driver is taking up. They might help track down where the problem is.

OnTrack utilities.
do you mean "Fix It Utilities 4.0"??
On my machine this application takes up (7) MBs of total system RAM to even run.
Not counting if it is actually doing something!
also I found it to be v e r y s>l>o>w> when using these utilities.
It looks like an extremely valuable tool set, but I personally don't like it.
