win 98 restarts on shutdown...

my elderly father's hp computer has developed a problem in that when he goes to the start menu and selects "shutdown", it shuts down windows but immediately starts back up. also, he can't physically turn the machine off using the power switch.

does anyone have any suggestions?

Check your setting in "Power options/management" in Control Panel.
