pc trouble need help

ok this is i do not understand i can connect to the internet i see the little computers at the bottom onthe task bar if i goto different pages on the net it acts real slow so i pick up my phone and i have a dial tone wish means im not on the internet. But i still have the little computers at the bottom on the task bar.I dont know if im on the internet or not untill i pick up the phone to find out this is really confusing to me what do i need to do to fix this. Im thinking about redoing my pc from the beginning and loose everything i have on here. This is really frustating can anyone help me. I have a compaq pc running win 98se 184mb 30gig hdd i just do not understand Help.

The first thing you (we) need to do is figure out if your modem is working and configured. Click Start, Settings, Control Panel, Modems, and see if modem is listed. If it is, click Diagnostic tab, see if modem is there. Hilight it and click More Info, see if it shows modem. Let us know what these results are.

I suggest you follow Jumby's advice. But there could be a number of reasons causing disconnections including:

Modem unable to negotiate correctly with server modem.
Modem and telephone line are not operating correctly.
Excessive static on phone line causes connection to be disrupted.
Your ISP may feed modems at insufficiently high value.
The "Enable LCP extensions" check box in Network and Dial-up Connections not cleared
