I have a GeForce 4 MX440-8X and in the manual for it it says its feature is Microsoft Direct 8.X and Open GL 1.3 Optimizations and support. Does this mean I shouldn't install Direct X 9?? And if games only allow Direct X 9 I can't play them with my current video card??
You can install DirectX 9 and should be able to play DX 9 games, but your current video card will not display all of the visual enhancements designed into DX 9 games.
These links should answer most of your questions regarding DirectX and DX 9:

Yes, your video card will support DX 8 & 9 just fine, but you won't be able to use all those cool shaders because your vid card's GPU is a DX 7 part.
That's sort of like having a PIII instead of a P4 - slightly older technology. Sure a PIII has enough power for WinXP, but a P4 has plenty of power for more!
The GF4 MX 440-8X is a true AGP 8x vid card, but I wouldn't try playing Doom 3 on it! Not enough power and you wouldn't see all the cool effects anyway. Come to think of it, neither can I. My vid card is a DX 8 part, so while I can see cool DX 8 effects, Doom 3 uses DX 9 so I don't get to see it all.
