I must be well behind the time.

I always try to keep the kids away from peer 2 peer from the music but they have started to use winamp and it seems they are not only playing streaming radio but tv and you can listen / watch to pop videos and songs.

Is this Legal or am I secretly paying for it somehow i.e through a dialler - just seems to good to be true

Winamp is very much legal and so is listening to the radio online .

what is not legal is downloading songs and video without the artists permission (usually) via p2p

i really doubt you are paying for it though , and you can always delete the p2p if you dont want em on it

Just a note,
Winamp is one of the best of the music and streaming video players.
Think of it as the same as Wmp 10, Real Player and Quick Time.
Perfectly legal.
It also is free , BUT they do have a pay service for special downloads of mp3"s [legal] so I would check to see if you are paying for that
