Users with non-admin can not access the internet

I have a laptop with Windows 2000. I installed the dlink dwl650+ wireles card on it. I installed the software logged on as Administrator, and its working fine.
When I create a new user (non-admin), he does not get access to the wireless card. Am I missing a setting?
