BIOS setup page?

Guys I'm trying to install a photocard reader on my Dell P200 Optiplex and can't get to the BIOS page. I've talked to the card manufacture and was told that it's my USB chip that's not enabled but they could not tell me how to set it in the BIOS page. I can't seem to find the BIOS page on boot up. I've been told Dell has other keys to use during boot to get to this page and I have the list but none seems to work. The page I get is the windows setup page which has the seven option such as normal/safe modes. I'm not sure if this is the page but if so would someone please tell me how to get to where I need, if not I really need to know how to get to the right page?

When you first power it up, keep the " delete " key pressed, if this doesn't work try the F10 key, the F1 key and on down the line if necessary.
