Hi,
I have dual CPU PC, my computer was working fine, but yesterday, when I turn it on there was no signal to the monitor. PC seems like booting up, but no vision on the monitor, no 'bep' sound, and HD light is on all the time. I tried putting different video card, changing my RAM memory, I even tried PCI video card, still the same thing. Could you please help me.

Make sure all connections are secure.

If ok, then check the MB for any bulging, leaking, or ruptured capacitors(upright cylindrical components).

If they're ok, then try a different monitor.

If the same thing happens, then reset CMOS.

If no luck, then replace the CMOS battery.

If still no good, then strip it down to a barebones setup with just the power supply, MB, CPU, RAM, and video card.
If you get a display, then reinstall the other components one at a time until the problem resurfaces. The last item installed is the cause.

If there's no display, then place the MB on a piece of cardboard.
If that gives a display, then check for a metal object that may be touching the MB.
If nothing is found, then place paper washers(a manila folder makes good ones) between the MB and the metal standoffs and screws.

If there's no display with the MB placed on cardboard, then either the power supply, MB, or CPU may be bad.
Swap them out to find the culprit.
