I just assembled my new PC and everything seems to be working just fine with it, no problems during setup or windows install.
I shut it down and the usb powered external LED's that are plugged into it stay on, they are plugged into a usb hub that is plugged into a rear usb port.

I'm not sure where to start with fixing this.

pc specs:
Soltek SL-K8AV2-RL motherboard
Athlon 64 3000 cpu
512 pc3200 RAM
Gigabyte Radeon 9600XT video card
80GB HD
DVD-RW
CD-RW
cheap (ASYS) 450W psu (but the voltages seem stable)
Win XP sp2

It is that way by default because of the ATX factor.
I have a illuminated keyboard that stays on when the computer is powered off unless I use the "off button" on the keyboard.

If you use the main off switch in the back of the computer, all the devices should shut off.

with my gigabyte m/b the mouse stays on ect... the manual states its for charging a wireless mouse ect. i beleive if you read the mother boards manual you may be able to change a jumper or something to stop this! You also may want to go to the m/b's maker's webbie and take a look at their FAQ if they have one.
