I have just installed a Soyo KT400 Ultra MB and the athlon processor. I don't have the faintest idea how to set it up to run at 2800. When I boot, the bios indicates an unknown CPU type at 1250 MhZ. I truly need help!!

Ok, you have an AthlonXP "Barton" 2800+, because that's the only 2800+ with a 12.5x multiplier (don't ask ;) ). Anyway, to make it run at its proper speed of 2083MHz, set the FSB to 333MHz (166MHz DDR). Right now, the FSB is set to 200MHz (100MHz DDR) because that's what all SocketA mobos are set to for default.

Once the FSB is at its proper speed, the CPU should be correctly recognized an an AthlonXP 2800+.
