How do I completely uninstall internet explorer? I went to the add/remove programs and uninstalled it but I still see an icon in my accessories and I still get pop-ups using internet explorer.

Check out a program called "IEradicator" which does a VERY thorough job of uninstalling I.E.

Look for a file in Windows called EXPLORE.EXE or EXPLORER.EXE and delete it all, put it in 'search files.' Also, I've never had to do this, but Windows support might have a 'deep cleaner' type of tool for it. If you need it in the future and you reinstall it, you can always hide it behind your firewall under an 'ask' or 'block' command if you are using something simple like Syhate Free Edition, Zone Alarm or Kerio. If you are using a Windows firewall. . .well, if it were me I'd disable it and use one of the above. I use Sygate.

I would suggest fixing the malware issue and keep IE onboard, you need it for patches unless you download from MS Techweb site

I don't know too much about fixing malware. I have Spybot, Adaware, Nortons, it still keeps coming back. Any suggestions?

Also, when I run Spybot something called DSO Exploit always comes up. How can I get rid of it?

DSO is not a problem if you have the Windows Update patches up to date, it is a false positive

First we really need to know what OS you are using, because some popups are due to Windows Messenger service being defaulted on which lets spammers send you messages.
You should be running some sort of a firewall program to isolate your PC from the Internet at large.
You should post a new thread in Applications and Security with your symptoms and they will likely ask you to run Hijack This to make a log of what is on your PC, they then will take you step-by-step through removing the crud.

Queenie, post back what your operating system is. . .Winodws ME, 98, Xp, etc., also please check to make sure that your Spybot and Adaware and you Av are updated, and you are using the best settings.
