I would prefer XP Pro as an OS. It also has one of those Office 60-day-then- have-to-pay more deals.
What are you proposing to use the PC for?

I have purchased several computers from Evesham Micros. or whatever they now call themselves. Very good machines, with good warranty, and tech support.
My experience of Tiny is that they do NOT honour the on site warranty, technical support is limited to " do a system restore before you come bleating to us" , and the components used tend to be on the cheap side!
Another possible source, that has good solid machines, is Office World. While primarily business machines, they are good value for money.

Could you build your own PC?

Mesh are reputed to be good, but I have no experience of their machines or service.
If you can, the best PC maker is you!
You get exactly what you want, 24/7 tech support at no extra charge, and a lifetime warranty :D
Building a PC is not difficult, if a few simple guidelines are followed.
