Question on Defrag?

hope this is the right forum but my question is is it okay to defrag your computer while you are on line surfing or whatever or do you have to have all programs shut down? could you please reply thanks

Defrag should normally be performed without any extra running processes, since if something changes while it is running it will start all over again from scratch.
